Even in the primary assessment (which is for assessing/correcting life threatening conditions), I was taught that during A/B - you treat life-threatening conditions related to airway and breathing. If they are showing hives, are having difficulty breathing, have a previous history of anaphylaxis that they/friend/family tell you about, you can give the Epi then.
