What should you do as far as supplemental oxygen if a patient has a normal spo2, and no obvious signs of hypoxia/dyspnea, but complains of difficulty breathing?

Perform a detailed assessment and treat accordng to those findings and my protocols

As per my EMT book, high flow oxygen at 15LPM via a NRB, and rapid transport to definitive care.

Although, my EMT textbook might be a bit dated by now.

Assessment and treat according to what your protocols/guidelines state. Difficulty breathing/Shortness of Breath can be difficult to deal with because the underlying cause can be quite varied. Even anxiety can be a cause of this.
