If I remember correctly you have to be in good standing with their division for ~2 years. The unit is a dual medic unit.
The members are required to attend the International School of Tactical Medicine (module A and B which is around $4k if I remember correctly).
When the team first started they would only respond with SWAT in the city of Riverside, don't know if that is still the case.
