Well...doesn't say that...but the raw observational data do beg the question. And the reality is, publishing these raw numbers with no context or controls is not infrequently to service a particular narrative and because of the disingenuous motives, it frequently back fires. When sincere care for the intended at risk group is not really the objective, the narrative tends to unravel. Like the disproportionate media attention to 'mass' shootings in unexpected settings all the while ignoring, for example, every single weekend in the city of Chicago...

How do you figure? The study makes no mention of the race nor address of the drivers.
 
All this data is saying, unless I'm missing something, is that pedestrians from primarily minority neighborhoods in Boston are much more likely than pedestrians who live in others areas to be struck by a motorist, no matter where in the city they are walking.

The author of the article is going to have to provide a lot more context if they want to support the not-so-subtle suggestion that these pedestrians are somehow victims of racist intent ("reckless drivers", "traffic violence", "disturbing discrepancies").
