Well, speaking of military standards, when I was in the Army, sew on (or velcro on, ugh) name tapes always went just above the pocket.

Of course that was typically duty/work uniform (ACUs), for formal Class B and Class As, we had pin on name tags that always went on the pocket flap itself.

So if you want to use that as a guide, sew on (or just straight up embroider the name onto the shirt/jacket itself, I worked for one FD that did that, that was actually pretty nice), go above the pocket, or pin on name tag on the pocket flap.

Of course you dont have to copy the military, and if you feel like it, can reverse that if you like...

(Of course every agency and company I worked for, mirrored the military in that names, whether sew on tape, embroidered, or pin on tag, always were on the right side. Left side was for your badge)
 
Yeah I found the stuff I was looking for shortly after this post. I needed to up my google-fu to black belt
