Could be a lot of things, especially with terms like 'compressor is good" and 'freon levels are correct'. what are your inlet and outlet temps and pressures, what's the differential pressure across the filter, are the suction and discharge lines hooked up to the compressor correctly or is it trying to reverse flow it, etc. There is too many possibilities without having the diagnostics to narrow them down first. Electrical is a definite possibility, so is the expansion valve, compressor internal leakage, compressor loss of cooling, heat exchanger fouled or plugged, etc...
