I'd move Education to the top (after Objective), don't let them have to wade through non-EMS material first.
Then start with info about experience with SAR. I'm sure you can make one, well-written paragraph that better explains your experience there. Bullets with #1 being you've used the radio is not too impressive. This is the paragraph that will sell you. Keep it under 50 words or so. Did you go on any calls? If so, work that in. If it's all been about training, then get specific about areas that are "above and beyond" normal EMT stuff.
List the other material (Employment) as Work References.
You're just entering the field so don't sweat it too much, they're not expecting a whole lot but your presentation needs to let them know where your focus is.
