My first responder certificate expired July 2015.
But I finally passed my cognitive June 2017.

My question is do I have to take the whole emt course over again or can I just take a recertification online course or class?

I would contact your state's governing authority for a more authoritative answer.

If you are talking about NREMT, unless I'm mistaken, you can't take the cognitive exam until you pass the psycho-motor exam. but per NREMT regulations, both psycho-motor and cognitive exams are only good for 12 months.
