One of the requirements to work for an EMS service in CT was to have your drivers license for 4 years. Is that a requirement for every EMS service?

No. For example in South Dakota we do not have any special licensing requirement to drive an ambulance. It all depends on what the agency insurance company will cover. One service I worked at you had to be 23. Some services you just need to be 18. Just avoid DUI's. I hear those are no bueno.

state laws are more laxed, I know PA is 18yrs old with a valid driver liscense no DUI's and your ok.

However insurance requirements for each company is different.

not really, however it typically required all employees to be at least 21, which can be advantageous in the eyes of some employers and insurance companies.
