Where are you getting this info from? There is no one contact number for PFD ridealongs - instead, they are scheduled by the individual companies. You can start with PFD Admin at 602-262-6297. If you do not arrange for a ridealong, you will not get one. They aren't included in the AZ...

The closest we have here in Phoenix is a Cadet program. They are very few in number and very well trained (considering that they're volunteer cadets), and even then they are not allowed to fight fires, extricate, or do anything that requires donning an SCBA.
