I think the question is what is the accreditation agency the classes are taught under. As an example, as I understand it, ASHI is much more flexible regarding who gets an instructor card than other organizations.

I don't see an issue with a BLS provider functioning in an administrative supervision role. The agency needs to have strong clinical oversight for the advanced providers, and roles need to be clearly defined for this to work.
