Writing a paper and need advise on where to locate information?

I am writing a paper for my paramedic class. It has to be based on a public safety campaign, obtaining funding, implementation, etc. I am doing mine on bicycle safety but I can't find any peer-reviewed articles on writing grants and obtaining funding and I have no idea how to write a grant request. Anyone have an idea where I may be able to go to on the web to find some info?

The Washington Area Bicyclist Association is a non-profit that does lots of advocacy and education in Northern VA. Perhaps they'd be a good place to start.

If you might be interested in cost-efficacy, this is a fairly exhaustive list of interventions, with lots of references that you can use to follow up, say, search a reference for an intervention of interest and use Google Scholar to see who's cited it. Lots of academic research is out there on interventions like informational campaigns.
