This would be especially beneficial for hotels and such where there laots of people that may not get the warning.
Example:
When I made the trip to Stuttgart, there was a warning issued, luckily I watching a movie on AMC and flipping back to the weather channel to keep a track of it. When the warning was issued, grabbed my essentials (dog, jump kit, keys) went down stairs and told the front desk. At first she was unsure of what to do, I told her she needed to start calling around and let the guests know they need to take cover. Thankfully we got everyone down stairs and out of harms way. The tornado did come through, the large tree in front of the Best Western was knocked over and the Wester Sizzilin' sign next door was blown out.
If the hotel had an automated dialer that dialed each room with the recording to take cover immediately could save time. (IE the personnell could be gathering blankets and getting first aid kits ready).
Just my experience. But a along with sirens, a countywide automated dialer could be a life saver especially in rural areas where they may live too far out to hear the sirens go off. You've sparked me to push for this in the tornado prone area of Stuttgart, AR, they get lots of tourism during the tornado season (dog trials, duck call festivals)
