That's a loaded question. It's going to depend heavily on each individual system.

Edit: To expound on that, as a Paramedic in the system I work in I am responsible not only for my actions but all the actions of my partner and any care s/he provides. They are not responsible for me and my actions.

I agree with Rob.

In my system the paramedic is ultimately responsible for everything that happens.

System by system. The basics? No. Your job is to provide medical care for your patient and to be a patient advocate. That fundamental underpinning remains the same. Your level of care, sure, that differs, but your job is to provide care, whether EMR, EMT, AEMT, or Medic.
