I don't see an issue with a BLS provider functioning in an administrative supervision role.

The agency needs to have strong clinical oversight for the advanced providers, and roles need to be clearly defined for this to work.

If an agency allows a BLS to be in a Supervisor role, this is an absolute MUST. The roles must be completely and clearly defined so that the BLS Supervisor understands they're NOT to have any input into patient care decision-making. As I stated earlier, while I'm OK with an EMT as an Admin Supervisor, I will NOT allow an EMT to attempt to "Supervise" me clinically as my scope of practice exceeds theirs and when we're on the same case, I'm responsible for their work because they're under my supervision clinically.
