No. Public servants are elected government officials.

Even though you said not to...why do you ask?

I always considered police and fire to be public servants even though they're not elected.

To echo you, OP why?

Generally, public servants are considered to be any individual working for a government, regardless of level, elected or not. From the secretary at your local parks & rec office right up to the President/Prime Minister.

OP: Get a job with a fire or a third service, then you can (proudly?) wear the public servant badge of honour.

To echo everyone's posts here,

wikipedia.org said:
A civil servant or public servant is a person in the public sector employed for a government department or agency. The term explicitly excludes the armed services, although civilian officials can work at "Defence Ministry" headquarters. The extent of civil servants of a state as part of the "Civil Service" varies from country to country. In the United Kingdom, for instance, only Crown employees are referred to as civil servants, county or city employees are not.

Simply training or certification as an EMT does not "make" you a public servant, especially if (when) employed by a private service, even if you are performing municipal 911.
