You're absolutely right, nobody's getting paid to answer anything here. Small wonder given some of the asinine answers that are posted.

Fox, smaller cylinders are 250 liters...

BVM with reservoir is 8 to 10 lpm, so it lasts between 25 and thirty one minutes, ideally.
 
You'll have to get your O2 tank filled by a gas supply company or service. Most require prescriptions, though I would assume some don't. You'll need to call around. I spent hours on the phone with many government organizations that weren't quite sure of the status of oxygen. Maybe you'll have better luck.

It seems like this thread has been answered with a variety of responses, and I can't imagine you'll get many more constructive ones, so I'll go ahead and close the thread.
