NYC Sanitation Ambulance??

I found this picture of what appears to be a New York City Sanitation Ambulance. Does anyone know anything regarding its possible origins and / or uses?

Probably an arcane term that held over to the 70's. Psyche transport unit maybe?

Maybe back then the Sanitation dept. had their own service for their own employees at their landfills and other processing facilities?

Heck given NYCs somewhat eclectic mosiac of EMS providers I wouldnt be half surprised if they still have their own service, not unlike how a lot of private industries have their own private fire and EMS for their own properties.
