Nurse cert or EMT cert?

I gotta ask, what is a TEOTWAWKI?

Functionally so is EMS and medicine, but the words used to describe what EMS providers and physicians hold is what ever pop's into the legislator's head when writing the practice acts. There is no functional difference to a health care provider license vs certification when handed out by a government agency.
