I keep a window punch (center punch) in my turnout gear. I think they both cost me $8 together at a local uniform shop. I only wear TOG to MVAs so after my first rollover with entrapment I figured it was worth the couple bucks. Granted a halligan tool would work just fine but they don't fit as easily in my pant pocket. ;-)

This is also what I've seen. window punch (hit with tip in corner of windows), and a seat belt cutter groove. Knife is also useful.
