First Responder policies, procedures, manuals, etc

We are considering developing a first responder program for our SAR team. We are hoping to attend some instructor / training administration courses in the near future, but in the meanwhile are looking for examples of other training center's documents so we can start working on all the paperwork and presenting this plan to the board.

Please let me know (feel free to pm) if you are involved in instructing a NHTSA first responder course and can share your policies, procedures, student manual, syllabus, QA, etc. We will not be copying anything of course, just getting some ideas to form our own.
