What does it mean when they say like for an example Now hiring for full or part time Emts 1000 sign on bonus?

Pretty much exactly what it says, just like any other business, they have open positions they want to fill. Fill out the application and attach copies of all the required certs per the instructions and they'll typically call you to schedule you for an interview and/or EMT test within a week or two. As opposed to if you applied when they weren't actively hiring where your app would simply be placed on file for future consideration (and at a lot of places that oftentimes is the "circular filing cabinet").

Sign on bonus means that after the interview and testing process (which can vary greatly from company to company) and they've decided to hire you, you'll get a bonus $1,000 once you complete training or whatever else they have stipulated (good question to ask at the interview when they ask you if you have any questions for them).
