can an AREMT registered be NREMT? or vice versa?

What is an aremt? Arizona?
Nremt is a testing organization. It does not give you a license to practice . The states issue those. Many states require you have nremt certification ( passed the test) to be eligible . You can hold licenses in different states and have national certification .

I think he is referring to the Australasian Registry of Emergency Medical Technicians (AREMT).

yes sir Australasian Registry of Emergency Medical Technicians is there a Reciprocity between the two registries?

That is a good question, but I am willing to bet no. From my understanding the AREMT does not even allow you to file reciprocity in most areas of Australia. I could be wrong, but I would contact the NREMT by telephone or skype. Phone: 1(614)888-4484
