Side one: if the AED will not allow you to shock except when it will make things better, then anyone could have one and use them at will.

Side two: Slippery slope leading inexorably to getting beyond one's knowledge and certification.

If the machines were perfect we wouldn't need techs or doctors.


PS: Unless they changed the laws here in Calif, responding to a scanner or scanner app carried in your car is illegal.

There is a difference between an EMS agency alerting trained civilians nearby to help them at a scene and some guy who took a first aid course listening to a scanner and trying to jump on 911 calls.

I'm sure the OP's intentions are of the greater good, but in the same way he needs to be aware of unintended consequences while we are in a world of litigious nut cases and ambulance chasers a subpoena could be tacked to him for his efforts

Also the fact of self dispatching to calls for assistance could spell trouble, my primary employer has a policy that prohibits off duty employees from responding to a scene (it's a liability thing, and workers comp won't cover you off duty self dispatching to incidents) as we had employees out in scanner land doing this

OP are you a certified EMT or FR? Or just a layperson? If this stuff interests you consider taking a course or become a volunteer at your local squad
