What is a whacker?

I don't claim ownership. Like I said, I found it on the internet but it is pretty accurate.
 
There use to be a thread on this forum somewhere of people who modify their personal vehicles for emergency response as volunteers ect... There was some pretty rich and quality material from that thread, including pictures
