Union question regarding hire

Hey y’all, recently got a job offer for a medic position. Not a bad offer but CBA agreement states they will take my 3 years experience but only consider 1/2 towards my hourly pay rate.

Is that normal practice?
 
Are you in the Bay Area? That's what it was for us. Really, CBAs can vary a lot by location. There's not really normal practice except a no strike rule usually.
 
Up until very recently, CBAs in this area didn‘t factor ANY prior experience. You start off at step 1 for pay scale and vacation accrual whether you’re fresh out of the academy or have 20 years on.

Thats changed in recent years and lateral hires are the hot thing around here. Some departments will bring you in will full credit for your prior service. Ours will bring you in at a max of step 3 (out of 5) for pay but will bring you in at vacation accrual equal to your prior years of service.
 
And another wonderful (sarcasm) thing about unions just popped up.
