Recently in my EMT-B certification, we have been learning correct lifting and moving of patients and equipment. I am catching on pretty well, but I've noticed I have some minor soreness on the anterior side of my tibia, slightly below my knee cap. I am flat-footed, which I know is a common reason for shin splints. Is there any way to improve this issue? I figure it's better to work these issues out before I am in the field. I have no pain anywhere else, and it is not anywhere close to enough pain to stop me from lifting. I figure that comfortable boots, and possibly inserts that reinforces the curvature of my foot may help.

See an orthopedist. They would be the best ones to give advice on what to wear. But it sounds like you already have a good idea with sole inserts.

I second that. See an orthopedist. You'll likely need orthotics for your shoes/boots to bring your foot back toward a more neutral alignment to reduce stress. That being said, if you're having pain right below the patella, right where the tendon comes off the patella and connects to your tibia, that's not shin splints. Shin splints happen along that anterior ridge of the tibia, right where the muscles lie just lateral to the tibia, between the tibia and fibula.
