Through The Bag... what does that mean ?

I am about to submit a form to the Fire Dept, and it says:

"Forward the completed form with check or money order payable to FDNY Foundation via mail or "through-the-bag" to the address listed above..."

I googled "through the bag", and spent a half hour looking. I just do not see what it means..

help?

and if anyone has the FDNY EMS operating guide as a PDF somewhere, please do share the link, I appreciate it.

And if anyone know what it means, could you also please tell me where it comes from ? thank you.
 
Er, hazarding a guess at 'The Bag' being the internal mail system?
 
I had guessed some kind of internal mail system too.. but I wanted to be sure. When it comes to NYC, I wouldnt be suprised if it ended up meaning something totally crazy !

giving that HR are the most worthless workers in any organization, i think it would be fitting.

Why are you looking for the operating guide?

From what I've read its just SOGs and such, so it dosent concern you much till you get hired

The thing doesn't concern you WHEN you are hired.

If you aren't a moron, then you won't need to worry about what is allowed and what isn't.
 
To answer the Q two post above, Its just my kind of reading material. I enjoy reading things like that... I think I am also the few in the world that reads the manuals that comes with the things you buy... different strokes..

but I am not looking for it anymore, I had found one.

It really is very good reading material !
