Update: TD 9 is now Tropical Storm Humberto w/ 45 mph winds

TD Nine has now formed just off of the coast of Texas. NHC says it will gain Tropical Storm status prior to landfall. The main threat from this storm will be heavy rain along the already flooded coastline.
