If I wanted to get state certified in another state(besides my home state) would I have to be a resident of that state?
 
It depends. Some yes, others no. Check with that state's DOH or EMS certifying agency.

To my knowledge most states don't have a residency requirement. Some do and some even have an employment requirement. Your best bet is to contact the states licensing agency or visit their website .

This website will tell you the information needed for each state.

For what it's worth, I used that website extensively when I was deciding where I was going to move next, and I found that enough of the information on it was suspect that you couldn't really trust any of it.

Now, it's still useful because it has links to each state's licensing page, where you can find the accurate information.

Also, this was three years ago, it's possible the informatioin has been kept updated since then.

To answer the original question, I can't think of a single state I looked at that had a residency requirement, but several of them require that you be sponsored by a service.
 
I guess question one, is are you nationally registered? and like everyone else says. It does depend a lot on the state
