Questions about Texas EMS Services

Waller County EMS and Robertson County EMS in Texas, are these County(government) run and operated third-service EMS systems like Fort Bend, Washington, and Fayette County or are they privately owned?

Also, what is the pay/benefits like at those two services? Do they participate in the TCDRS retirement as well? I have checked out there protocols and equipment online and found a lot of info, and know about there service areas. But I do not know about there Pay/Benefits.

Both are third-service. Neither are official county government agencies. To the best of my knowledge, neither participate in TCDRS. Pay is typical for rural agencies, not terrible, but nothing to write home about.
 
What is the retirement? What is typical pay for Rural Agency, 40k a year?
