NREMT Exam Application

I am rescheduling to take my NREMT exam and asks that I have to pay $70... I already taken the test and I was told that once I pay the $70, I have 3 other attempts... Do I have to pay $70 per attempt to take the NREMT exam?
 
"This was your first attempt to register as an EMT. You are entitled to two additional attempts before you need 24 hours of remedial training. You are eligible to reapply for the examination after a period of 15 days. On the 15th day, you should log in to your account, reapply, and wait for your Authorization to Test (ATT)."
This what it says on my results sheet
 
You have to repay for each attempt.
