I feel this is most definitely a case of reverse discrimination, which is becoming more and more popular in the US. For instance college admissions, minorities get a bump on their application, and are often looked a bit higher upon then their equivalent in all aspect counterparts. This results in colleges getting wider demographics. They should be putting money into social programs instead to rid of the problem.

In CT big city fire is messed up everywhere, Stamford has this issue as well, but not with race. Fire recruits were hired from the lowest pool because of family ties. Those with the best test scores and lowest CPAT times were not hirer.
If its based on tests, which include tests of character, they should go by the books. end of story.
