This might have been suggested before, but a quick search yielded nothing. If so, accept my apologies, and if not, I'm a genius.
What about splitting the International EMS forum up into 4-5 sub forums? It would help avoid those region-specific threads from popping up all over the place. Since this is an English language site, you would really only need 3-4: Canada, UK/Europe, Australia/New Zealand, and other. (I doubt there is much representation from other smaller english language nations.)
