How EMT"S dress on calls

What is the proper attire when either on a duty crew or just answering a "general alert" call. Would it be alright for a person to answer a call in a Skort (skirt/shorts) low cut shirt exposing most of her cleavage and flip flop sandels. This is a real question. I am not kidding about this one. We actually have a member who is a Bloodborne Pathogens instructor answer calls dress like above.

Anyways, if this is a job where they're staffing the ambulance ready to run to 911 calls, the company should require them to wear a uniform, that goes without saying, and they should be wearing it, that also goes without saying.

If it's a volunteer gig with a low call volume, like a pager type deal, then it's a bit more acceptable - I'd rather have someone show up to my emergency dressed like that than delay response or have no one show up at all.
 
Actually, I'd be most concerned about the footwear. You can always throw a boiler suit over the rest of it. But you should have closed-toed shoes on, at least, if not boots.
