Pre-employment and for cause (usually MVA related) at the EMS job, though they do reserve the right to random test. Random and all-the-freaking-time at the FD job, however, keeping in mind we are an FAA Part 139 airport probably has a bearing on that, too. Nothing beats my former job in the military, though.
