American Red Cross for starters

ALso, see about local Communityh Emergency Response Team (CERT) training.
FEMA offers online classes also:

Otherwise...sorry I'm in California.

I was gonna say American Red cross too...get on Disaster Action Team (DAT) or a bunch of other's like Mass care ops (distribution of supplies and stuff) and shelter ops. But if you are looking for something more on the emergency response...call your local gov't.
