Citizen band channel 9 still actively used for emergency's

We all remember the "CB" days, lost but not forgotten. Something Interesting I found in my area, the channel 9 is still watched by response teams 24/7. This blew me away I thought "CB" radio was dead. As it turns out do to the interstate being so close they still have an active team listing to the channel. I know the FCC still has laws in place for channel 9, but I never thought they still apply. Being the laws are over 40 years old.
 
Sounds like a REACT team. With the current state of cell phones I thought Channel 9 would be long gone.
 
Lots of area's that do not have cell coverage (no matter what the provider maps say) including interstates
 
State Police and Highway patrol in in just about every state I'm aware of will monitor CB 9. I've never seen a local comm center or agency that does it though.
 
Don't long distance trucks still carry CB?
I also heard that some National Parks/Forest monitor Ham repeaters.
