I don't think it really matters too much if they have had medic services before. They would just hire everyone that workes at the encumbant provider anyway. Just like they did when they took over AMR's old LA County contracts. I worked at CARE when they put this bid in. My thinking is it is like when they forst wanted to get into 911. They started a division up in Alabama to get that experience. I waa thinking they'd use Napa as a way to get experience for going for local contracts like Riverside and Ventura.
