Can you ID this thing?

Greetings to all, I have registered here in the hopes that someone can identify this item which was purchased by a friend, without really knowing what it was. It measures approx. 10" high, and is clearly marked "Chrysler" on the interior of the housing. Although one of the lights is burned out, they appear to flash sequentially. I am only guessing that it must be a component from a 30's-40's emergency vehicle of some kind, but that's just a guess.

Any insight would be greatly appreciated!

hard to tell with its mammoth size! can you shrink it a bit? perhaps that'll make it easier to ID without having to scroll all over the page (maybe it's just my screen)

I do not believe I have ever seen an emergency vehicle from any era using clear white lights. This device does not appear to be a emergency light but you might need an archeologist's opinion for that thing!
 
I believe it is a hood ornament or tail light ornament that by the rumble seat. I have looked on the Internet and seen similar designs. They were popular until the mid 60's-70's and could resemble anything from trains to swans.
