Volunteering in Twin Cities, Minnesota

I passed my NREMT exam as an EMR a few months ago with the idea of volunteering with the American Red Cross on their EMS team. I have just been informed that the Red Cross will now operate only at the EMR level for volunteers, not the EMT level. What could possibly be the reason for this? In any case, because of this they are no longer accepting volunteers. I have considered going on to the EMT-B level to make myself more marketable, but my goal is not a career with an ambulance or fire department - I just want to make use of the skills I have learned as an EMR and also in CERT and also for helping my family during medical emergencies - my wife and I were in Egypt right before the revolt and we were both injured (not seriously and not because of the revolution) but it was amazing how little basic emergency medicine was available. Where should I look for other opportunities to volunteer in the Twin Cities (Minneapolis St. Paul) area?
