First of all, it's not that I don't like your opinion.... however maybe it's how you are saying it.....
Don't worry, you're not the only one. I, too, am reading the tone as... anger, WTF, "why would you as an agency do that?", "why would you give your volunteers free stuff?". But to be completely honest, as a coordinator of a volunteer agency, I'm very protective of my members.

I'd be a lot more receptive to a steak dinner than a ham sandwich.

My employer offers meal compensation for all meals while traveling on company time. That includes traveling for education, conferences, and LDTs. Regular on duty meals are not covered, I assume because we work 12 hour shifts and can just bring a lunch.

We just turn in a receipt from our meals attached to a reimbursement form.

Any alcohol consumed, at conferences for example, has to be on a separate receipt because they won't reimburse that. To be clear, no alcohol is allowed on LDTs [emoji23]
