Fire Department First Responder Program

I am a firefighter/EMTB in Ohio and am wanting to get some information together for out Chief/Department to approach about a first responder program within our community. This would be a BLS non-transport service and seeking out info. Any help you can provide is beneficial! I only recently obtained my EMTB, but have 10 years of experience as a firefighter at the same department and work full time as a RN (most recently 5 years in the ER).

Specifically looking at how to start up the program, supplies needed, how to structure said program, pros/cons and risks/benefits as well as any hurdles I may need to overcome. I appreciate any and all help you can provide!
