A former emergency room technician at Lower Bucks Hospital is charged with fondling two female patients in 2003 and 2004, according to Bristol Township police.
One was a 45-year-old mental health patient who said she screamed and kicked when Stephen E. Joyce touched her inappropriately, but that the commotion only summoned nurses who strapped her down and left her alone in a room for "distressed patients," a detective's report said. The woman's September 2003 complaint was kept in Joyce's personnel file but police weren't notified, the report said.
Township Detective Tim Fuhrmann said in the report that a nurse tipped off police about the 2003 complaint after they were called to the hospital in August 2004 to investigate a similar indecent assault on a 32-year-old patient.
