Change in CMS procedures for restrained patients, Orange County CA

In March / April the procedure for checking CMS / PMS / whatever else you might call it, was changed by the OCEMS.

Before you would assess the patient's motor function / sensation / circulation / etc, immediately before and after applying restraints. With this change, you are now to check immediately before, and 5 minutes after application of restraints.

What do you guys think about this? I joke around with my guys and tell them that its so you can take a quick 5 minute water break after restraining a combative patient.

The only logical reason I can think about is the fact that a restrained patient's HR and BP tend to be elevated during / after application, especially if they were combative throughout the process, thus giving their v/s a few minutes to normalize.

It generally takes a few minutes for the effects of impeded venous return to become apparent.
