It is against the law to abuse 911 in CA. There will have to be pretty good documentation so don't expect PD to do anything the first go 'round. But open and honest, non-emotional, communication will help.
In our areas with system status, where crews aren't covering the same areas and dealing with same PTs and Responders every day it is more difficult than in the areas where we have First Ins and everybody is running with the same crews in the same response areas.
Cite the legal code?
Sometimes the code simply states it's illegal to report a false emergency. But the caller can always say HE felt it was an emergency. So, it's not always clear cut enough for PD to make an arrest...but wouldn't hurt to bring PD out...they could give you some options...and start a paper trail on the person.
