Why doesn't this apply to EMTs and Paramedics in the private sector?

More than likely someone in the legislature thought without codifying it, it would apply. Or, they intentionally intended it only for municipal workers since their Workman's Comp is paid by state and/or municipalities and private EMS's WC is paid by the employer.

If I'm not mistaken, and if i remember correctly, it was because owners of the private sector ambulance companies lobbied to get their agencies excluded, out of fear that it would increase their workman's comp costs.

That was in Connecticut, not California.

although it would be a good question to email to the sponsors of the bill.....

I used to work in Ventura County and they are working on programs. From what I hear, all the agencies have come together to assist with training and counseling. Heard they even have an emotional support peer program with a dog. You’re probably not gonna find it working for the Russian mob in LA though.
