Lapsed license & moved out of State

My EMT-B license lapsed in March 2013. I took the NREMT in CA in 2011.
We just recently moved to VA and I wanted to start volunteering here with their volunteer squads.
I've never actually worked as an EMT-B since I'm also an RN (in CA - it'll take me a while to get my VA RN license since I have a foreign education), so I was wondering what I have to do to get my EMT license back.

In California:

For lapses of less than 6 months, 24 hours of CE or 24 hours of an approved refresher course is required with no additional CE

If I were you I'd get 24 hours of CE at http://www.medic-ce.com/, renew your CA license, and then transfer it to VA.
