City settles at $4.5 Million...

In the original lawsuit, Schultheis claimed the city had exaggerated ambulance call claims on at least six occasions between February and August 2008. He alleged fire administration “knowingly, deliberately or recklessly submitted false claims,” and that the practice continued after he told supervisors.

The lawsuit claimed the instances in which the overbilling occurred involved a psychiatric call for depression, a hospital transport request for a mentally handicapped person, a male patient with a minor insect or spider bite, two fall victims with minor injuries and an elderly man with a minor scratch caused by his own fingernail.

A former employee? Sounds sketchy.

The problem I have with this is a paramedic may be dissuaded from following a hunch that maybe something more sininster is going on for fear of dicipline or fraud charges.
