Washington State EMS Certification Question (Not the usual one!)

So I know we have several people on here intimately familiar with Washington State's creative EMS certification system.

Does anyone have any experience with certifying a non-EMS, but public safety (Contract Security) business as a Supervisory-Only agency?

The form looks pretty straightforward, but I am wondering if anyone has actually seen or overseen this process in action.

I am not actually in charge of it, I submitted it to my employer to take a look at feasibility, and am just wondering what the chances of success might be.
 
It may have changed, but I know in King County it was next to impossible to get certified as anything other than a "transporting BLS agency". The ARC was providing first aid at events and wanted to provide EMT level service and the OEMS folks told us, off the record, it'll never get passed.

Nothing ventured, nothing gained though... Right? Give it a go.
